Some girls don't get hard nipples. Have your bf try some sucking on them to see if that gets them stimulated and hard.

it's more about your nerves. are you really big-chested or really small? if so, there could be some nerve endings that did not develop correctly. i don't think this would be a dire medical condition, but when you have kids and want to breastfeed it may not be possible if your nipples do not "come to attention" and it may hurt like hell.
